Management of socio-economic development of territories based on the legislation of the Russian Federation on forecasting, programming, strategic planning

Abstract

the article analyzes the formation of the legislative framework in the Russian Federation on the issues of forecasting, strategic planning programming. The basis for the managed socio-economic development of the Russian Federation was the adoption of No. 115FZ of July 20, 1995 “On state forecasting and programs for the socio-economic development of the Russian Federation”. Further development of the legislative framework made it possible to recognize strategic planning as the main driving force of the socio-economic development of regions, municipalities, sectors of the economy, the formation of strategies and concepts in all areas of the state. In his research, the author proposes to unify approaches to the development of documents, decision-making for all levels of planning, from federal to municipalities, in forecasting, programming, and strategic planning.
