Legal characteristics of the newly administrated compositions of administrative offenses and responsibility for non-fulfillment of the rules of conduct during an emergency situation or the threat of its emergency under the COVID-19 distribution conditions

Abstract

The article is devoted to the analysis of the first established corpus delicti of administrative offenses and measures of responsibility for failure to comply with the rules of conduct in an emergency or the threat of its occurrence due to the spread of a new coronavirus infection. The paper gives a legal description of administrative offenses provided for in parts 1-2 of article 20.6.1 of the Code of the Russian Federation on administrative offenses, in conditions of danger and an extraordinary mode of life. On the basis of a generalization of theoretical knowledge, legal norms and practical experience, it is proposed to prepare a methodology for calculating them during qualification for the studied compositions of administrative offenses in order to apply penalties.
