Corruption as an anti-social phenomenon

Abstract

в статье подчеркивается, что коррупция как антисоциальное явление и патология системы государственного управления представляет не только правовую, но и нравственную проблему. Этим, по мнению автора, обусловлены повышение роли государственной кадровой политики в противодействии коррупции, выработка инструментов профилактики коррупции в государственных органах на всех уровнях власти. Annotation: The article emphasizes that corruption as an anti-social phenomenon and the pathology of the public administration system is not only a legal, but also a moral problem. This, according to the author, is due to the increased role of state personnel policy in combating corruption, the development of tools for preventing corruption in state bodies at all levels of government.
