Territorial component in regional governance

Abstract

в статье рассматривается система управления регионом на территориальной основе. Система регионального управления основана на факте наличия конкретной территории, определяющей сущность и особенности региональной системы управления. Управление и развитие региона по территориальному признаку, создание механизмов его функционирования подразумевают наличие системы управления с признаками самоуправляемой территории. Управление территориальными образованиями, обладающими как общими, так и уникальными свойствами, позволяет использовать в системе управления не только типовые решения, общие для всех регионов, но и специфические подходы, учитывая уникальные особенности территории. Совершенствование регионального управления по территориальному признаку позволяет обеспечить оптимальную организацию социума, устранить нежелательные состояния региональной системы, повысить эффективность управления регионом за счет учета основных интересов существования и развития территорий. Resume: The article discusses the system of regional management on a territorial basis. The system of regional management is based on the fact of the presence of a specific territory, which determines the essence and features of the regional management system. The management and development of the region on a territorial basis, the creation of mechanisms for its functioning implies the presence of a management system with signs of a self-governing territory. Management of territorial entities with both common and unique properties allows using in the management system not only standard solutions common to all regions, but also specific approaches, taking into account the unique features of the territory. Improving regional management on a territorial basis allows ensuring the optimal organization of society, eliminating undesirable states of the regional system, increasing the efficiency of regional management by taking into account the main interests of the existence and development of territories.
