The first stage of procedural activity during the investigation in an abbreviated form (part 1)

Federal Law No. 23-FZ of 04.03.2013 introduced Chapter 32.1 of the Criminal Procedure Code of the Russian Federation "Inquiry in an abbreviated form". Having analyzed the materials of 70 criminal cases in which the investigation was carried out in an abbreviated form and which were considered by the courts of the Vladimir region in the period from 2016 to 2021, the author describes the main forms of procedural activity during the investigation in an abbreviated form. The author identifies five forms (stages, periods) of procedural activity during the investigation in an abbreviated form. The first stage of procedural activity during the investigation in an abbreviated form is the procedural activity at the stage of initiating a criminal case during the verification of a report of a crime. The author describes what procedural actions are performed and what procedural decisions are made at this stage of the procedural activity by the subjects of this activity.
