Правотворческая форма реализации российской государственно-правовой политики в сфере инновационного развития АПК
Abstract
This article examines legal regulation and the development of Russian state and legal policy in the area of innovative development in the agroindustrial complex (AIC). The author defines state and legal policy in this area as the systemic activities of authorized bodies and civil society institutions aimed at creating an effective mechanism for legally regulating innovation in the agricultural sector. The article substantiates the need to adopt a codified act on innovation in the Russian Federation, as well as a specialized federal law "On the Legal Regulation of Innovative Development of the AIC in the Russian Federation." Particular attention is paid to ensuring a balanced legal framework: the inadmissibility of both insufficient and excessive regulatory impact. The article notes the risks of innovation entities moving into the shadow economy. Ultimately, it concludes that it is necessary to create a well-balanced and systematic set of legal norms regulating issues of agro-innovative development.
