Abstract

the article deals with the e-democracy, which is only an addition to the existing democratic procedures, but not their conceptually new replacement. The nature of modern democracy remains the same – ensuring majority rule; only its implementation procedures change. Modern information telecommunication technologies destined to increase greatly the possibility of implementation of the direct democracy forms.
