Abstract

The article deals with the reform of local government, the introduction of models of local authorities in the light of recent laws adopted on these issues in Russia. We study the existing problems of local government, the development direction, the formation of the basic models of local government, strengthening the position of use of the system "chapter - City Manager", which is not always consistent with the norms of the Russian Constitution and the European Charter of Local Self-Government. Is offered in building the vertical of power, at first, the democratic foundations of local self-government and the formation of the population as a source of the highest power in the state, belonging to the management of socio-economic and political processes at all levels of the power vertical.
