Abstract

Article 12. "Constitution of the Russian Federation" Local government characterizes as an independent institution within its authority. At the same time the financial support of the functioning of local authorities based on Section X. Local taxes and fees "Russian Tax Code (Part Two)" from 05.08.2000 № 117-FZ. This article reflects the collision of these norms.
