Abstract

The article deals with the health care and ecological issues of the provincial city of Vladimir, right before the events of 1917. The main factors of the sanitary and environmental situation in town were determined on the basis of medical and sanitary reports and research materials of local city management, notes, and articles in periodicals were also included in the analysis. The study allows to summarize the local government policies in respect of the city improvement and health care, public utilities sector development, and citizens sanitary culture.
