Abstract

Institutional environment for implementing large-scale regional projects like a project of building a high-speed railway line Moscow-Vladimir is studied. Special issues are the needs of project stakeholders, ensuring complementarity of projects, transition to project system of public administration, funding projects using “long” money by means of financial markets resources, and taking into consideration the public debt of regional governments.
