СТРАТЕГИЯ КАК ДОКУМЕНТ СТРАТЕГИЧЕСКОГО ПЛАНИРОВАНИЯ В МУНИЦИПАЛЬНОМ ОБРАЗОВАНИИ

Abstract

The purpose of this paper is to show the place of the strategy in the structure of strategic planning documents and the relationship between these documents. The research is based on materials of consulting work on the formation of strategies for municipal documents carried out by authors over the past 15 years. In the methodological plan, the research is based on the principles of the general theory of systems, and in the work methods of strategic management in the part of performing diagnostics, conducting stakeholder group work, constructing strategic morphological matrices and hierarchical target structures (target trees) are used. The results of the consideration of the Federal Law on Strategic Planning in the Russian Federation (hereinafter referred to as the Law) indicate that the framework design of the main provisions of the Law requires additional methodological elaborations and normatively fixed provisions. Thus, municipal entities can independently establish the sequence and order of developing strategic planning documents, but lack of stakeholder skills in municipalities does not allow to cope with such procedure. Based on the results of the analysis of publications in this paper, the problems of the development of strategic planning documents are formulated, which consist primarily in the fact that there are no normatively established methods for developing the entire set of strategic planning documents and the links between the elements of these documents are not strictly defined in the Law, The requirements of the Law regarding the content of strategic planning documents are not being met, and the strategy itself is formal. In addition, the main elements of the target block (Vision, Mission and the Goals themselves), as well as priorities, development trends, indicators and other elements of the strategy do not constitute a system. Based on the results of the analysis, the structure of the interrelationships between the strategic planning documents is constructed and the sequence of development of such documents is determined. An algorithm for constructing a strategy for the development of a municipal formation is developed, which reflects the main stages and shows the content of each stage. The practical significance of the research results lies in the possibility of using the developed system of tools for forming a strategy for the development of a municipal formation as a central document of strategic planning. Approbation of the algorithm and tools for constructing strategic planning documents allow us to talk about the possibility of disseminating the materials of this study the implementation of the Law in the regions of the country and to form the basis of normative legal acts in the subject domain.
