Transformation of the system of territorial development of modern Russia

Abstract

в статье рассмотрен вопрос управления территориальным развитием Российской Федерации в краткосрочном периоде. Анализ показывает, что переход к иной, нежели в советский период, модели регионального развития лишь усугубил социально-экономическое состояние в регионах. Возродившаяся, патерналистская модель развития породила иждивенчество и огромную зависимость развития территорий от федерального центра. Автор считает, что только при постепенном переходе к перспективной системе саморазвития регионов, используя при этом в полной мере федеративные принципы устройства государства, развивая взаимодействие локальных (местных) территорий - муниципальных образований, при согласовании с государственными интересами, возможен полноценный процесс формирования цивилизованной, рыночной системы развития территорий. Annotation: the article addresses the issue of managing the territorial development of the Russian Federation in the short term. The analysis shows that the transition to a model of regional development, other than in the Soviet period, only aggravated the socio-economic situation in the regions. The revived, paternalistic model of development gave rise to dependency and the enormous dependence of the development of the territories on the federal center. The author believes that only with a gradual transition to a promising system of regional self-development, using, in this case, fully federal principles of state organization, developing the interaction of local (local) territories - municipal formations, when coordinated with state interests, a full-fledged formation of a civilized, market development system of territories.
