The article presents an analysis of the causes of abstinence of some authorities from direct harm, even if the overall consequences seem to be even worse. These cases are called "sacrificial dilemmas." The usual analysis of these dilemmas is that they oppose a utilitarian response (responding in terms of the common good) against a deontological response, where deontology is a category of moral theories that emphasize the properties of action other than consequences. for example, do actions violate fundamental rights.
