Efficiency of management of the budget of the subject of the Russian Federation

Abstract

в статье рассмотрены вопросы управления бюджетом субъектов РФ в бюджетной системе государства. Формирование и исполнение региональных бюджетов невозможно без взаимодействия с общефедеральной бюджетной системой. Налоговая и бюджетная политика РФ определяет формирование бюджетов регионов на определенный период, корректируя исполнение бюджетов во временных рамках. Низкая самообеспеченность бюджетов регионов зачастую не позволяет обеспечить минимальные стандарты социального положения населения конкретной территории. Перераспределение доходов на федеральном уровне выравнивает бюджетную обеспеченность регионов. Велика роль, в данном случае, безвозмездных поступлений и иных трансфертов. Доходная часть бюджетов регионов во многом формируется за счет отчислений от федеральных налогов. Автором проанализировано состояние бюджета Владимирской области за 2016 – 2018 годы в установленных на данный момент правилах бюджетной системы. Annotation: the article deals with the management of the budget of the subjects of the Russian Federation in the state budget system. The formation and execution of regional budgets is impossible without interaction with the federal budget system. The tax and budgetary policy of the Russian Federation determines the formation of regional budgets for a certain period, adjusting the execution of budgets in time frames. Low self-sufficiency of regional budgets often does not allow for minimum standards of the social status of the population of a particular territory. The redistribution of income at the federal level evens out the budget security of the regions. The role, in this case, of gratuitous receipts and other transfers is great. The revenue part of the regional budgets is largely formed by deductions from federal taxes. The author analyzed the state of the budget of the Vladimir region for 2016 - 2018 in the currently established rules of the budget system.
