On innovations in the procedure for training personnel on a contractual basis for municipal service

Abstract

The presented work studies issues related to the clarification of the procedure for training personnel for municipal service on a contractual basis. The article provides a comparative analysis of previously existing and newly introduced provisions concerning measures of legally possible behavior of citizens, inextricably linked with participation in the competition for concluding an agreement on targeted training. In conclusion of the study, the authors, based on its results, determined the vectors of influence of newly introduced provisions on the diverse experience of regions in concluding legally binding agreements on targeted training, staffing the municipal service with employees and aimed ultimately at effectively solving issues of local importance at the municipal level.
