Modern features of personnel management in the local government system

The updating of the processes of reforming the local government system, which began with the introduction of amendments to the Constitution of the Russian Federation in 2020, once again raised the question for the scientific community of ensuring effective search, selection, placement and professional development of personnel of local government bodies. After all, the effectiveness of the activities of these bodies, the successful development of territorial communities largely depends on the education, professionalism and virtue of local government officials. Personnel management in local government bodies is a systemic, complex and multifaceted process. Achieving a high level of personnel management requires perfect legislative support, a clearly defined organizational structure, the introduction of modern methods and technologies of personnel management and the availability of effective tools for managers to make effective management decisions.
