The concept of "citizenship" occupies a central place in the discourse on the interaction of the individual, society and the state. Historically, it originated as a purely legal category that defines an individual's affiliation to the state. However, its content was constantly evolving, striving for a more capacious and spiritual expression. Changes are still taking place – the amendments to the Constitution of 2020, which marked the transition to liberal values and principles of citizenship, updated the deeper meanings of citizenship and patriotism. This article analyzes the relationship between the development of civil society institutions and the formation of a mature civic identity. It is proved that it is active participation in the structures of civil society that transforms a passive bearer of rights and duties into a responsible citizen and a bearer of public morality. The purpose of this study is to trace this transformation and show that civil society institutions act as a key mechanism for producing not simple legal entities, but "worthy sons" of the state.
