Abstract

The article deals with the importance of learning foreign languages by Russian citizens in order to provide innovational development of the country in the period of international integration; with the requirements to mastering the languages, stated by the federal standards; with problems of secondary and higher education that interfere with the mastering of foreign languages; with the ways to deal with negative learning environment.
