Abstract

The article is devoted to the social pension as a special institution of the state. Social pensions - is essentially a new institution in the Russian pension legislation. The main purpose of the introduction of the institute of social pensions - providing a guaranteed minimum state financial assistance to persons who have not acquired the right to retirement pension due to their lack of seniority. Social pensions are awarded to citizens who do not have, for whatever reasons, to retire the right in connection with the labor and other socially useful activities. The right to pension benefits are not only citizens of Russia but living in the territory of the Russian Federation citizens of other former Soviet republics, as well as foreigners and stateless persons. Citizens are entitled to various types of state pensions granted and paid one of them of their choice.
