ГЕНДЕРНОЕ НЕРАВЕНСТВО В СТРУКТУРЕ ОБУЧАЮЩИХСЯ НАПРАВЛЕНИЯ ПОДГОТОВКИ 38.03.04 «ГОСУДАРСТВЕННОЕ И МУНИЦИПАЛЬНОЕ УПРАВЛЕНИЕ»

Abstract

Nowadays, the ratio between men and women in the corps of state and municipal employees is far from equilibrium. The female segment is significantly larger than the corps of male officials, and that has become a multi-year trend. In this article, which is based on the statistics of the Federal State Statistics Service of the Russian Federation, the gender imbalance of officials is confirmed and the differences of the ratio between men and women in categories of posts and levels of government. In order to anticipate structural imbalances in the apparatus of state and municipal employees, the author identifies the dynamic shifts in the composition of students in the training direction 38.03.04 State and municipal administration on the example of the Vladimir branch of the RANEPA. A quantitative characteristic of the ratio of male and female segments of students is given in the context of forms of training - full-time and part-time, which demonstrates the opposite vectors and the rate of change in the structure of “future officials”. Dynamic fluctuations in the ratio of male and female students allowed the author to identify trends in its changes and extrapolate them in the short term, which in the future may entail not only quantitative, but also qualitative transformations in the personnel of officials.
