Abstract

The problem of determining the role of women in public administration is a reflection of the nature of modern social and cultural reality. In works devoted to this subject, as a rule, a low degree of participation of Russian women in the activities of the public service, as well as a number of other gender-related problems, are noted. The objective of this study was to identify the general and special characteristics of a woman’s personality, allowing her to take a leadership position in power. The theoretical justification for determining the leadership qualities of a political leader are the basic concepts of leadership: a model of situational leadership, the theory of charismatic leadership and leadership based on emotional intelligence. It is noted that the authors of these concepts do not divide leadership qualities into “female” and “male”. As examples of women leaders in power were chosen universally recognized famous women, whose contribution to the development and formation of the state is indeed undeniable. Based on the analysis of biographies of these female politicians, it is concluded that the factor that determines the result of a political career leader is the presence of such personal characteristics as uncompromising, willingness to win, purposeful adherence to their principles, patriotism, but not gender.
