Abstract

The article analyzes innovative practices in the development and improvement of strategies for the socio-economic development of municipalities within the framework of the concept of smart specialization implemented in the countries of the European Union. Particular attention is paid to the principles of the concept of smart specialization, partially reflected in the strategies for the socioeconomic development of municipalities of the Russian Federation. The authors analyzed the factors of the socio-economic innovative climate of municipalities, and also proposed a list of recommendations and proposals for improving strategic planning documents in the context of the "new reality economy".
